The sum of the fine is 50% of the monthly salary of everyone, from the management and the coaches to the players and the rest of the team stuff.
This is not an uncommon practice, especially in Greek clubs, with the fine usually being revoked if the team gets wins in the near future.
The same practice was used last year in Barcelona, where Greek Giorgos Bartzokas was the coach. However, the fact that a fine is imposed by the owners of Khimki may be just a coincidence.
